British/Australian dual citizen apprenticeship funding

Hi, I'm a British citizen who has been living in Australia for the past 10 years, I'm currently looking to go back to the UK to live and was going to apply for apprenticeships after I return and do my habitual residence test. However, looking through some of the funding rules it states I must have lived in the UK for at least 3 years before I can be funded even if I was born in the UK and am still a citizen. It's all a bit confusing so any clarification would be nice, Thanks.
Even with working, studying and living rights, it is a requirement to be in the country for 3 years for the employer to access funding. (Same applies to most student loans).
